aviator and issue alternate instructions.

k. Descent Notification (Warning)
(1) Issue advance notice of where the descent will begin and issue
the straight-in minimum descent altitude (MDA) before issuing final
descent for straight-in approaches.
Phraseology: PREPARE TO DESCEND IN (number) MILES.
PUBLISHED
MINIMUM DESCENT ALTITUDE (altitude).
(2) When you have determined that the ASR approach will end in a
circle-to-land maneuver, request the aircraft approach category from the
aviator.
After receiving the aircraft approach category, provide the
aviator with the applicable circling MDA before issuing final descent for
the approach.
Phraseology: PREPARE TO DESCEND IN (number) MILES.
REQUEST
YOUR AIRCRAFT APPROACH CATEGORY. (On receipt of
the aircraft approach category) PUBLISHED CIRCLING
MINIMUM DESCENT ALTITUDE (altitude).
NOTE: The point at which descent to the MDA is authorized is the final
approach fix unless an altitude-limiting step-down fix is prescribed.
Aviators are expected to furnish the aircraft approach category to the
controller when the aviators request circling MDA information.
l. Wheels-Down Check
Before the aircraft starts descent on final approach, remind the
aviator that the wheels should be down unless he previously reported
wheels down (US Army, US Air Force, and US Navy). This information is
according to FAAH 7110.65F, para 2-24.
Phraseology: WHEELS SHOULD BE DOWN.
NOTE:
This reminder is normally included in the transmission with
descent notification.
The intent is solely to remind the aviator to
lower the wheels, not to place responsibility on the controller.
