If you look at the legend, you will see that the letter "B"
indicates a rotating light (rotating beacon). The legend states that the
letter "L" by itself indicates temporary lighting such as flares or
lanterns. Since the letter "L" is followed by a number in this sample,
look down the column in the legend until you find that number.
