A controller will approve an aviator's request for an approach if
the air traffic and controller's work loads permit.
The controller
should remember that aviators have annual requirements to maintain
instrument proficiency. However, sometimes work loads do not permit a
controller to immediately approve an aviator's request, such as when an
aviator practices instrument approaches.
In such cases, the aviator
would most likely accept a denial and later delay until the controller's
work load allows him to approve the request.
